I think Blizz may have shot themselves in the foot with these requirements. It's a mathematical fact that to have above average rated players/teams you need to also have below average players/teams (like me). With these requirements there are no longer many rewards accessible to players with below average ratings so I predict those folks will stop playing arena. That will cause the just above average players (ratings of 1500-1600) to drop because they'll now face more higher rated than lower rated teams. From there it all heads down in a self fulfilling spiral.

Blizzard shot themselves in the foot a long time ago when they introduced arena and the balancing therein began to affect PvE. Hopefully they took some notes for the level 80 equivalents.
